Fulcrum is a specialist growth equity fund focused on technologies that matter to national security and economic resilience. We invest in defence, space, dual use and critical infrastructure, backing early and growth stage teams that address clear capability gaps across Europe and allied markets. Our strategy is aligned with EU and NATO priorities, helping European companies access North American markets while staying anchored at home, and supporting North American businesses expanding into Europe.

Proven performance

Across prior mandates and personal track records, the team has delivered realised exits at around four times invested capital. That experience spans defence, industrial technology and critical infrastructure, and informs how we underwrite risk and support companies through to exit.

We focus exclusively on defence, space and dual use and critical infrastructure. This focus allows us to develop deeper insight into capability needs, procurement behaviour and regulatory constraints, and to be a more effective partner to both founders and institutional investors.

Our team and advisors include former senior policy makers, national security officials, industry operators and investors. These networks provide portfolio companies with insight and access to governments, primes, integrators and strategic partners across Europe, Canada and other allied markets.

    Fund Manager

    Martin is an experienced investor and technologist with a background spanning private equity, consulting, and deep tech. He is Chair of Netwatch Group and a former Partner at The Riverside Company, where he led investments across Europe in secure software, industrial systems, and data infrastructure, often in sectors with strategic relevance to national security and critical services. Earlier in his career, Martin was a senior partner at KPMG, where he led operations and strategy within Transaction Services, and at McKinsey & Company, where he advised clients on technology-driven transformation with a focus on Defence. As a Marie Currie Fellow, Martin holds a PhD in Machine Learning from the University of Cambridge, Martin brings a deep understanding of scalable, resilient technologies at the intersection of commercial opportunity and national importance.

    Head of Platform & Origination

    John is a founder and operator with a focus on platforms and operational systems for high-trust, complex environments. He was part of the founding team behind a pan-European, award-winning Data & AI company serving enterprise clients, and previously served as GM North America for CAMMS, a GRC platform supporting public and private sector organisations. He founded World Air Operations, a provider of government logistics services across Europe, the Gulf, and Asia, and a global sales leader at IBS, a core infrastructure provider to aviation, logistics, and energy sectors aligned with Fulcrum’s focus. John has worked across APAC, EMEA, and North America, advising early-stage funds, founders, and public investors on strategy, growth, and resilience in critical industries.

    Head, Stakeholder Relations

    Simon is a senior political leader and strategic advisor with extensive experience in foreign affairs, defence, and international diplomacy. He has held multiple cabinet roles in the Irish government, including Tánaiste (Deputy Prime Minister), Minister for Foreign Affairs, and Minister for Defence, and played a central role in Ireland’s participation on the UN Security Council and in EU-level negotiations. Simon supports EY Ireland’s Geopolitical Strategy team, providing advice to corporates and institutions on navigating political risk, global regulation, and strategic resilience. He also serves as a senior advisor to EMIR in the UAE, supporting public–private dialogue across the Gulf region. His career bridges government, business, and international affairs—bringing deep insight into global systems, policy, and strategic leadership.

    Lead, Eastern Europe

    Dmytro is a seasoned executive, investor, and policy leader with over 20 years of experience spanning tech, telecom, pharma, defence-tech, and government. Dymtro led Microsoft Ukraine as CEO, drove national reforms as Deputy Head of Ukraine’s Presidential Administration, and served as Executive Chairman of Darnytsia Group, the country’s top pharmaceutical manufacturer. He strengthened digital inclusion and resilience during wartime and oversaw Kyivstar, Ukraine’s largest telecom, as a non-executive Board member. An active investor in UAV and autonomous systems through AeroDrone, Dmytro blends deep technical fluency, policy insight, and defence-tech savvy.

    Chairman

    David Roche is a veteran technology executive with a career spanning online travel, fintech, and digital infrastructure. Best known as the former CEO of Hotels.com and President at Expedia, he helped scale Expedia’s global platform to over 250,000 partners and billions in annual bookings. He later joined GoHenry as Chairman, a fintech company focused on financial literacy and digital security for young people, underscoring his commitment to technologies that build societal resilience. With experience leading complex, high-scale platforms across highly regulated sectors, David brings a deep understanding of trusted systems, international expansion, and mission-critical digital infrastructure which are core to the dual-use technologies Fulcrum supports.

    Fund Governance, EU Policy, Portfolio Mentor

    Oliver Tattan is a founder, investor, and experienced leader known for scaling ventures at the intersection of technology, security, and health. He co-founded Daon, a global leader in biometric identity systems serving national security and digital identity markets. Previously, he served as CEO of VHI, Ireland’s largest health insurer, founded and scaled Vivas Health and GloHealth (both acquired by Irish Life and Aviva), and launched Level Health in partnership with Aviva. Oliver also served as CEO of Enterprise Ireland, where he supported the international growth of Irish tech companies. Named EY Entrepreneur of the Year, his career focuses on building secure, resilient technologies and platforms with dual-use strategic relevance.

    SOCOM//CT Expert, US Deal Sourcing, NATO Network

    Rear Admiral (Ret.) Scott Moore is the Founder and CEO of Karakoram Group International (KGI), a global risk-management and security consulting firm supporting corporations, governments, and NGOs operating in complex and volatile environments. A former US Navy SEAL Rear Admiral with over 30 years in Naval Special Warfare and more than 40 years in risk management, he has conducted and led operations across Europe, the Middle East, Asia, Africa, and South America, including commanding a 1,500-person Joint Task Force in Afghanistan that executed over 2,000 combat missions. He has served as Director of Counterterrorism on the National Security Staff at the White House, directly briefing the President of the United States, as Counterterrorism Director on the Joint Staff at the Pentagon advising the Chairman of the Joint Chiefs of Staff, and as Deputy Commander for Operations in Pakistan coordinating NATO missions with senior Pakistani military leaders. Operationally, he also commanded the Naval Special Warfare Development Group, the U.S. Navy’s premier special-missions unit (SEAL Team Six).

    UK/Europe Deal Sourcing, UK Defence Ecosystem Access

    Tess is a defence‑tech leader and dealmaker with nearly 25 years in military modelling, simulation, wargaming, and training. As Founder of Ruddy Nice and DSET, she built and oversees a 2,000 sq ft defence‑games studio, delivering industry-grade hybrid (manual + digital) simulation solutions. Under her leadership, Ruddy Nice originates and executes strategic partnerships, business development, marketing, and events for defence and aerospace clients, including a decade-long DSET partnership with Lockheed Martin and launched CPD‑accredited simulation training with Oxford Brookes University  A Wargaming PhD candidate and guest lecturer, Tess drives innovation at the intersection of defence‑tech, serious‑games, and deal origination, turning foresight into action across industry, academia, and government.

    Philip is an experienced advisor and operator with deep expertise in defence, aerospace, and private equity. He was a Partner at McKinsey & Company, where he led the UK Accelerator and contributed to the Defence and Aerospace practice. He has served as an Operating Partner at both TDR Capital and Riverside Private Equity, driving performance and strategic growth across portfolio companies. Philip brings extensive defence-sector insight through his roles on the advisory board of the Royal College of Defence Studies in London and as a member of the Royal United Services Institute (RUSI) in London and Vancouver, as well as Chatham House. His career reflects a focus on advancing strategic industries and national security capabilities.

    US/UK Deal Sourcing, Operating Partner, Portfolio Mentor

    Arthur is a founder and operator at the intersection of defence, deep tech, and growth-stage execution. He is CEO of Bohemia and previously founded GDH bringing through to IPO. He brings hands-on experience building and scaling businesses through inflection points. Arthur was also an Operating Partner at Octopus Ventures, supporting founders on strategy, commercial acceleration, and capital formation. Earlier, he advised defence and industrial clients in corporate finance and the Defence Practice at McKinsey, giving him a strong grounding in procurement-led markets, strategic transactions, and complex stakeholder environments.

    Deal Sourcing, DD, Operating Partner

    Pete is a founder and seasoned operator in defence simulation who co-founded and led Bohemia Interactive Simulations as CEO, scaling the company into a leading military-training software provider and exiting to BAE Systems in 2022, then serving as Chief Commercial Officer and senior product lead within BAE, applying his technical education and former Australian Army signals experience to shape user-centred product and commercial strategy. Widely regarded as a leading voice on military simulation, Pete champions the adoption of commercial off-the-shelf gaming technologies to deliver scalable, high-fidelity training solutions used by NATO and partner nations.

    DACH Deal Sourcing, Operating Partner, Portfolio Mentor

    Mark is a seasoned leader in defence simulation and immersive training with deep knowledge of the DACH market. He served as CTO and Director at Bohemia Interactive Simulations (BISim)/ BAE Systems, helping translate game-industry tech into mission-grade training tools and scale those products for defence customers.

    Based in Munich, Mark combines technical leadership with extensive regional networks across the DACH, advising on product strategy, customer engagement and integration of simulation into national training programmes. Widely respected in the field, he is known for championing open, extensible simulation platforms that accelerate decision-making and collective training for armed forces and civil agencies across Europe.
